A Chinese state outlet reports, from a leaked State Department draft seen by Reuters, that the United States is preparing to tell the 35 signatories of its June AI Opportunity Statement that they will be excluded from its coalition if they also join China's AI framework. The same account sets out China's counter-offer to developing countries, including artificial-intelligence cooperation centres proposed with the African Union and 5,000 training places. An operator and a satellite constellation launched a satellite-to-phone service in the Democratic Republic of Congo, reported as the first commercial direct-to-cell service in Africa. It reaches ordinary handsets without additional hardware, which is what distinguishes it from the satellite broadband already licensed across the continent.

Ghana's Accra internet exchange passed 200 Gbps of traffic, but the country runs three exchanges that barely overlap: only 4 of 39 connected networks peer at all three, so most local traffic still transits abroad. The headline figure is the smaller finding — an exchange is worth the traffic it keeps in the country, and three partly-overlapping exchanges keep less of it than one would.

An observation mission to the Osun governorship election called for a comprehensive post-election technical audit of the Bimodal Voter Accreditation System before the 2027 general elections, and for the electoral commission to publish the causes of biometric authentication failures. It also asked for binding, uniform guidance to presiding officers on accepting downloadable voter cards for accreditation.

A restricted ministerial council reviewed 114 digital-transformation projects in execution, some reported above 90% complete, and announced the imminent launch of a Khadamet mobile application offering more than 40 administrative services through the national digital identity, paid by card or virtual wallet. The communication technologies minister set out the main lines of a National Artificial Intelligence Strategy 2026-2030 at the same meeting; no text, decision or budget accompanies it.

A State Department draft letter reviewed by Reuters would tell the 35 signatories of the June AI Opportunity Statement that membership of Washington's Pax Silica framework "cannot be held alongside membership in duplicative initiatives" — an instruction to choose between the US-led coalition and China's World Artificial Intelligence Cooperation Organization, launched in July. About two dozen countries have joined Pax Silica, among them Kazakhstan, a critical-minerals source that has also joined the Chinese framework.
